Policy Statement
Scope of Policy.
The Home Builders Association of Utah Policy Statement is intended to address
issues the Utah HBA deals with at the Utah State Legislature, Regulatory
Agencies and local governments. For more information on the federal issues,

Mission.
The Utah HBA exists to represent the building and housing industry in Utah. To
achieve an overall mission of member satisfaction, the Utah HBA concentrates on
the following goals.
- Balanced legislative, regulatory, and judicial policy.
- Public appreciation for the importance of housing and those who provide it.
- The premier resource for industry information, education, research, and
technical expertise.
- Improved business performance of its members and affiliates.
Vision. The
Utah HBA exists to create an environment in which:
- All Utahans have access to the housing of their choice and the opportunity to
realize the American dream of homeownership.
- Builders have the freedom to operate as entrepreneurs in an open and competitive
environment.
- Housing and those who provide it are recognized as the strength of the state.
Statement Policy.
Housing is one of this country’s most regulated industries. As such, the Utah
HBA offers the benefit of our knowledge, our expertise, and our technical
resources to the public in general and the government that serves them. The more
than 2600 member companies of the Utah HBA present the ongoing statement of
policy as provided so the public will better understand the specific positions
on current issues. The housing industry continues to play its vital role in the national and state
economies by contributing one in every seven dollars of domestic output. Home
ownership continues to increase to record levels. The Utah HBA is dedicated to the protection and the preservation of the free
enterprise system and the right of the individual to own real property as
guaranteed by the Constitution of the United State of America and the State of
Utah. We believe in the fee enterprise system, and oppose undue intervention by
the government I the affairs of American business. We oppose counterproductive
taxation, governmental guidelines, regulations, rules and procedures which
unnecessarily increase consumer costs and unnecessarily burden the business
community. We believe in and support policies that promote the healthy growth of the
American economy. Investment in structures, in equipment, and I the skills of
people is necessary to increase the standard of living, jobs and household
income. To accomplish these goals, we urge changes in tax policy that will
encourage savings, investment and homeownership. We believe that active involvement in political activity is a privilege and the
responsibility of every citizen. We urge qualified individuals to make them
selves available for public service. We encourage continuing participation in
local, state and national political affairs and urge support of those candidates
who pledge and by their actions preserve and indeed strengthen America’s free
enterprise system which is based upon the underlying principle of private
property ownership.
